Democrats in the Virginia General Assembly have introduced legislation that would require the relocation of every white resident to neighboring states, a move party leaders describe as a direct way to honor the minority communities that delivered their sweeping victory in last November's elections.
The bill, sponsored by a coalition of Democratic delegates, directs state authorities to coordinate with Maryland, West Virginia, and North Carolina for the orderly transfer of white individuals and their households.
Supporters say the measure builds on recent Democratic gains, including a commanding majority in the House of Delegates and control of the governor's office, which together provide the political capital to address long-standing demographic imbalances.
"We'll keep the gays and the trans, but the rest of them have to go," said Delegate Demarcus Harrington, one of the bill's primary patrons.
"Minority voters showed up in record numbers and handed us the keys to the commonwealth. Now it's time to make Virginia a place that truly reflects their vision."
The proposal includes provisions for state-funded moving assistance, temporary housing in border states, and a grace period for white residents to liquidate property before departure. Officials estimate the process could take several months once enacted, with priority given to urban areas where demographic shifts have been most pronounced.
Governor Abigail Spanberger has yet to comment directly on the bill but has emphasized her administration's commitment to equity and inclusion since taking office.
Democratic leaders point to the party's platform promises on affordability and opportunity as context for the legislation, arguing that removing one demographic group would accelerate progress on those fronts.
"We are just trying to do what's best for the people we represent," said Senator Alena Vasquez, co-sponsor of the companion Senate version. "We are finally listening to the people who have been sidelined for generations. White Virginians have had their turn running things. Now we create space for everyone else."
The bill arrives as Democrats push forward an ambitious agenda in the current session, including constitutional amendments and economic measures approved with their expanded majorities. Legislative observers note that the proposal stands out for its direct approach to reshaping the state's population.
White residents contacted for reaction expressed surprise at the development, though state officials stressed that the measure is still in its early stages and is subject to debate in committee.
Proponents insist the plan would enhance Virginia's reputation as a progressive leader.
The General Assembly is expected to hold initial hearings on the legislation next week.
