Police stated that the incident occurred at the intersection of Fourth and Elm streets shortly after the festival concluded for the evening. Footage showed a man being kicked and stomped by several people, while two other men and a woman were also targeted in the minor incident.


Authorities confirmed that only one bystander out of around 100 spectators called 911 during the event.
