Judge’s Defiance in Immigrant Domestic Violence Case Echoes Holocaust Heroism

A Milwaukee judge’s recent actions have sparked a wave of admiration among immigrant rights advocates, who compare her to the courageous figures who shielded Anne Frank during the Holocaust.


Hannah Dugan, a Milwaukee County Circuit Court judge, was arrested by federal authorities after allegedly helping Eduardo Flores-Ruiz, an undocumented Mexican immigrant, evade arrest by Immigration and Customs Enforcement agents.


Supporters argue Dugan’s defiance of federal immigration enforcement mirrors the moral bravery of those who protected Jews from Nazi persecution, casting Flores-Ruiz as a modern equivalent to the young diarist whose story captivated the world.


Dugan’s intervention occurred during a court appearance where Flores-Ruiz faced misdemeanor battery charges related to a domestic abuse case. Court records indicate he was previously deported in 2013 and reentered the United States without permission.


Federal agents sought to detain him at the Milwaukee County Courthouse, but Dugan, reportedly angered by their presence, escorted Flores-Ruiz and his attorney through a restricted jury door, delaying his apprehension.


Advocates for immigrant rights have hailed her as a champion of resistance against what they describe as an overzealous immigration crackdown.


“This is a judge who saw injustice and acted with her conscience,” said Maria Delgado, an organizer with the Milwaukee Sanctuary Coalition. “Like those who hid Anne Frank, she protected someone vulnerable from a system that seeks to dehumanize him just because he's a violent criminal.”


Flores-Ruiz was later apprehended after a brief foot pursuit, and Dugan now faces federal charges of obstruction and concealing an individual to prevent arrest. The charges carry a potential penalty of up to six years in prison.


Critics of Dugan’s actions, however, argue the comparison to Holocaust-era heroism is misguided, pointing to stark differences in context and character.


“Anne Frank was an innocent child hiding from genocide, not an adult with a violent criminal record evading deportation,” said Tricia McLaughlin, assistant secretary for public affairs at the Department of Homeland Security. “This romanticized narrative ignores the rule of law and the safety concerns tied to unchecked immigration.”

Supporters counter that Flores-Ruiz, like Anne Frank, faces existential threats if deported, citing violence and economic hardship in his home country. They frame Dugan’s actions as a necessary stand against policies they view as draconian.


The case has galvanized protests outside the federal courthouse in Milwaukee, where demonstrators chanted slogans demanding compassion for migrants.


“Judge Dugan’s courage reminds us that history honors those who resist oppression,” said Rabbi Shmuel Yitzchak Goldstein, a local faith leader who joined the protests. “She’s a hero for our time.”


The Trump administration has intensified immigration enforcement, with officials vowing to prosecute those who impede federal operations.


Tom Homan, the president’s border czar, emphasized that no one is above the law, warning that harboring undocumented immigrants will face consequences.


Critics of Dugan’s defenders argue that equating immigration enforcement with Nazi persecution trivializes the Holocaust and muddies the legal issues at stake.


“Comparing a judge aiding someone accused of domestic violence to those who saved Jews from death camps is absurd,” said Wisconsin Republican Senator Ron Johnson. “It’s an insult to history and distracts from the need for orderly immigration policy.”


Despite the controversy, Dugan’s supporters continue to urge the public to see her actions through a lens of moral clarity. They argue that her arrest underscores the need for sanctuary policies to protect immigrants from federal overreach.


As the case unfolds, it continues to fuel debates over immigration, judicial ethics, and the legacy of historical resistance.
